Commissioning, energization and accountable handover
Commissioning verifies that the installed system matches the approved design and can perform safely. It includes inspection, electrical tests, protection settings, control and interlock checks, communication tests, functional sequences and documented resolution of deficiencies. Energization is one controlled milestone within that process, not a substitute for it.

What is physically and operationally happening?
Commissioning verifies that the installed system matches the approved design and can perform safely. It includes inspection, electrical tests, protection settings, control and interlock checks, communication tests, functional sequences and documented resolution of deficiencies. Energization is one controlled milestone within that process, not a substitute for it.
Handover transfers an operable system and its knowledge. As-built drawings, final settings, test results, equipment records, spares, warranties, maintenance requirements, training and open-item status must reflect what was actually installed. Future operators should not have to reconstruct protection or configuration from obsolete design documents.
Verify installation
Confirm identity, ratings, connections, grounding, clearances and workmanship.
Test function
Exercise protection, controls, interlocks, alarms and communications.
Energize
Follow approved safety, switching and observation procedures.
Handover
Transfer as-built records, settings, training, spares and responsibilities.

- Place the affected function on hold
- Verify device file, revision and study basis
- Obtain authorized engineering disposition
- Retest and record the final setting before release
